BKHRA Security Procedure
1.0 OBJECTIVE
The objective of hiring
the security firm is to supplement existing law enforcement agencies in
order to
prevent/ deter crime, particularly property losses and to ensure the
safety and security of the residents in Bukit Kepayang Heights.
Whilst this SOP serves to outline
the operational procedures, it is not exhaustive and does not cover all
security situations. Neither can it supersede the diligence of security
personnel and effective supervision by security firm’s management. Therefore,
the quality and proper training of guards and their duty officers are of
paramount importance in discerning and apprehending suspected criminals before
they strike.
This SOP may be amended from time
to time at the discretion of the Bukit Kepayang Heights Residents Association.
2.0 QUALIFICATIONS OF GUARDS
The minimum requirements are:Male, age below 55 years
Understand and familiar with SOP
Speak simple Bahasa Malaysia and or English
Undergone mandatory “Kursus Asas Pengawal Keselamatan” as per guidelines of PPKKM & Kementerian Keselamatan Dalam Negeri or its equivalent and evidenced by relevant certification.
Compliant with all legislative & legal requirements
3.0 OPERATION HOURS & SHIFTS
Security services shall be provided on a 24 hour
basisThe guards’ duties are to be divided into 2 shifts as follows:
Day Shift: 7 a.m. to 7 p.m.
Night Shift: 7 p.m. to 7 a.m.
3.1 Shift

1. All guards should report to the Main Gate minutes
before the start of their shift;
2. All guards shall sign in and sign out in the
Attendance Register

the in-coming guards about incidents, issues or
matters arising during their respective shift.

4. All incidents are to be recorded in the Security
Report Log Book and signed off.
4.0 RESTRICTION OF ACCESS & SAFETY
OF GUARD HOUSE PROPERTY
Access to the Guard House shall be strictly
restricted to Security Manager and RA Committee Members and residents with
specific purpose;
5.0 MAINTENANCE & UTILITIES
OF GUARD HOUSE
The Security Guards shall
ensure prudent use of water and electricity;The Guard House and surrounding premises must be kept clean and tidy.
6.0
ACCESS CONTROL AT GUARD HOUSE
6.1
General Vehicles
1. Entry and exit of all residents’ vehicles are
controlled by a Card Reader access system.
2. Request for additional Access Card shall be made
to the President of the RA or Committee.
3. All other vehicles
without BKHRA Car Sticker & Access Card are to be screened
by Security
Guard’s
before being allowed access.
4. With the exception of known
residents with BKHRA car sticker and regular vehicles such as
school bus, garbage trucks ( for which prior
record of the vehicles and drivers particulars had
been pre-recorded), all other vehicles and their
drivers shall be recorded in a Vehicle Log
book (“VLB”) prior to allowing their entry;
5. The VLB shall have the following particulars:
i. Time and
date of entry and exit;

House number and name of visited resident;
6. The guards are to ensure the
Visitor/Contractor tags are displayed visibly on the vehicle dash
board and they are informed of the speed limit inside the residential area which is 15km/hr.

7. In the event of power outage or system
breakdown, the guards shall operate the barrier gate

8. The Security Guard shall supervise
traffic during peak hours by ensuring contractors’ vehicles
do not block residents’ vehicles.

10. In case of doubt, the Security Guard
must call the resident to confirm the purpose and/or
identity of the visitor.
6.2
Taxi / Limousine
The license plate and whom, (dropped off or
picked up resident name and house number) shall be recorded.
If a taxi is leaving with a maid, the vehicle must
be stopped and confirmed with the owner.
6.3
Tow-Trucks
The Security Guard must call the owner and
confirm the purpose before allowing any tow truck or mechanic into the
premises;

vehicle towed must be recorded.
6.4
Delivery Vehicles
The guard shall record the house number, verify what they deliver with the Delivery Order or Invoice and what they take out with them upon exit do not belong to the residents ( in case of doubt, the Security Guard must call the resident).

they do not enter other houses;
The drivers are required to fill up an
Authorisation Document for Outgoing Vehicles/Goods to ensure properties are not
taken away without owners’ consent.
1. Contractors/workmen coming in on a regular basis for renovation works shall be recorded in
a special Contractor Log Book to be maintained for each contractor and their workmen.
2. All contractors/workmen shall be not allowed to work during Sundays & public holidays.
Work on Saturday’s can be only allowed until 1.00pm.
3. All contractors/workmen shall be allowed to work on week days Monday-Friday from
8.00am -5.00pm.
6.6 Grass-cutters, Cleaners, Repairmen, Gas Delivery Man & Etc
The Security Guard must confirm every
case with the resident when in doubt.
1. Door-to-Door Salespersons/ Distributors of Flyers/ Food Peddlers/ Old
Newspaper/ Gas Man
No door-to-door sales
persons/distributors of flyers/food peddlers are allowed entry.
2. Pedestrians With or Without Dogs the guard should not allow their
entry into the premises.
7.0 Patrol and Surveillance Duties
One Security Guard equipped with walkie-talkie
shall patrol Bukit Kepayang Heights premises on an hourly basis.
The security firm shall provide the necessary
bicycles/motorbike, rain coats, reflective attire, torchlight at night as well as
whistle.

Watchman’s Clocks
The Security Guard on patrol are to
clock-in the Watchman Clock provided at the designated spots while on patrol
and to identify any abnormality that could compromise security.
The print-out shall be checked by the Security
Operations Manager and be available to the RA for spot
check.
2.
House/ Car Alarm
Triggers
The Security Guard shall respond promptly
to any alarm trigger from any house or car and ensure that it is not triggered
by burglar intrusion before leaving the premise.
All alarm triggers shall be recorded in the
Security Report Log Book

House Front Gate Found Open
The guards shall ring the doorbell to inform the
house owner if any gate is found
open.
4.
Speeding
Vehicles
The guard should blacklist any driver found
speeding or driving recklessly in the premise and forward the list to the RA
Chairman promptly.
The particulars of the vehicle and /or driver
involved shall be noted in the Complaints Log Book and bring to the attention
of the RA Chairman or any Committee Member.
5.
Check Street Lights, Note Down Blackouts, Leaking Pipes, Clogged Drains,
Littering,
Etc.

the Complaints Log

8.0 EMERGENCY RESPONSE
In case of any emergency, the Security
Guard shall notify the relevant authorities and RA President / Committee
promptly:
8.1 Fire

9.0
PERFORMANCE & PENALTY
The performance of the security firm is ultimately judged by its effectiveness in preventing crime in Bukit Kepayang Heights. Nevertheless, the Security Guards are expected to maintain a certain standard of discipline and any non-compliance shall be viewed seriously by the RA.
The judgment and decision of the RA as regard the appropriate penalty for non-compliance and poor performance shall be final and no appeal will be entertained
